Assess_EU-Mercosur 2.0: Assessing the final agreement text of the Association Agreement between the EU and Mercosur

After some 20 years, the negotiations on the EU Mercosur Association Agreement (EUMAA) were concluded in June 2019. Due to strong opposition by EU Member States as well as from trade unions and civil society organizations, in particular with respect to the lack of enforceable environmental provisions and the potential impacts on EU agriculture as well as workers’ rights, further negotiations on the agreement in principle took place in 2023 and 2024. This report presents an updated assessment of the potential effects of the EUMAA in its final version, thereby paying particular attention to the new elements included in the agreement. Against the background of recent geopolitical changes, the report also discusses the agreement’s potential to promote economic security in the EU as well as to enhance inter-regional cooperation.
